KMS hosts count the most recent connections. When a client or server contacts the KMS host, the host adds the machine ID to its count and then returns the current count value in its response. The client or server will activate if the count is high enough. Clients will activate if the count is 25 or higher. Servers and volume editions of Microsoft Office products will activate if the count is five or greater. The KMS only counts unique connections from the past 30 days, and only stores the 50 most recent contacts.

KMS activations are valid for 180 days, a period known as the activation validity interval. KMS clients must renew their activation by connecting to the KMS host at least once every 180 days to stay activated. By default, KMS client computers attempt to renew their activation every seven days. After a client's activation is renewed, the activation validity interval begins again.

A single KMS host can support an unlimited number of KMS clients. If you have more than 50 clients, we recommend that you have at least two KMS hosts in case one of your KMS hosts becomes unavailable. Most organizations can operate with as few as two KMS hosts for their entire infrastructure.

After the first KMS host is activated, the CSVLK that is used on the first host can be used to activate up to five more KMS hosts on your network for a total of six. After a KMS host is activated, administrators can reactivate the same host up to nine times with the same key.

If your organization needs more than six KMS hosts, you can request additional activations for your organization's CSVLK - for example, if you have 10 physical locations under one volume licensing agreement and you want each location to have a local KMS host. The subscription activation feature enables you to "step-up" from Windows Pro edition to Enterprise or Education editions. You can use this feature if you're subscribed to Windows Enterprise E3 or E5 licenses. Subscription activation also supports step-up from Windows Pro Education edition to Education edition.

Organizations that have an enterprise agreement can also benefit from the service, using traditional Active Directory-joined devices. In this scenario, the Active Directory user that signs in on their device must be synchronized with Microsoft Entra ID using Microsoft Entra Connect Sync.

With Windows Enterprise or Education editions, your organization can benefit from enterprise-level security and control. Previously, only organizations with a Microsoft Volume Licensing Agreement could deploy Education or Enterprise editions to their users. You're using a supported version of Windows 10. You purchased Windows 10 Enterprise E3 or E5 subscriptions, or you've had an E3 or E5 subscription for a while but haven't yet deployed Windows 10 Enterprise.

All of your Windows 10 Pro devices will step-up to Windows 10 Enterprise. When a subscription activation-enabled user signs in, devices that are already running Windows 10 Enterprise will migrate from KMS or MAK activated Enterprise edition to subscription activated Enterprise edition.

If you're running a supported version of Windows 10 or Windows 11, subscription activation will automatically pull the firmware-embedded Windows activation key and activate the underlying Pro license. The license will then step-up to Enterprise using subscription activation. This behavior automatically migrates your devices from KMS or MAK activated Enterprise to subscription activated Enterprise.

Organizations with a traditional EA must order a $0 SKU, process e-mails sent to the license administrator for the company, and assign licenses using Microsoft Entra ID. Ideally, you assign the licenses to groups using the Microsoft Entra ID P1 or P2 feature for group assignment. For more information, see Enable subscription activation with an existing EA.

Subscriptions to Windows Enterprise are also available for virtualized clients. Enterprise E3 and E5 are available for Virtual Desktop Access (VDA) in Microsoft Azure or in another qualified multitenant hoster (QMTH).

Virtual machines (VMs) must be configured to enable Windows 10 Enterprise subscriptions for VDA. Active Directory-joined and Microsoft Entra joined clients are supported. See Enable VDA for Subscription Activation.

You upgraded to Windows 11, but the activation servers were busy. If you upgraded from an activated copy of Windows 7 or Windows 8.1, your copy of Windows 11 will be automatically activated, or you can wait a while and then select Activate. If you continue to have problems with activation, contact customer support.

You upgraded to Windows 11 using the free upgrade offer, but Windows 11 isn't activated after a reinstall. Your copy of Windows 11 should automatically be activated as long as you didn't make any significant hardware changes to your device (such as replacing the motherboard). If you continue to have problems with activation, contact customer support.

You might see this error if you entered a product key for a different version or edition of Windows. For example, a product key for the Enterprise edition of Windows 11can't be used to activate Windows 11 Home or Windows 11 Core editions.

Make sure that you're connected to the internet and your firewall isn't blocking Windows from activating. If you're still having problems, try to activate Windows by phone. In the search box on the taskbar, type SLUI 04, select SLUI 04 from the list of results, and then follow the instructions on the screen to activate Windows.

If you made a substantial hardware changes to your device (such as replacing the motherboard) and you have a valid product key, try to activate Windows by phone.
