Pear disease

Hello all, I have been getting this orange color on some of my pears. The leaves do not have any orange color on them. In the past I have seen far more pears with this color on them but I sprayed liquid copper fungicide this year and have only seen it on one or two pears. 

Is this pear rust? The pears that get this on them end up deformed andamy of them end up falling off the tree. Can you get pear rust on the pears themselves without it showing up on the leaves?
