We have, for the first time, had our apples pressed by a commercial organisation. They returned the juice in a 25 litre + fermentation tank with an air lock fitted. Unfortunately, a couple of weeks into fermentation, the tank was accidentally knocked over and only 15 litres remain (including the lees). Do we leave it and see what happens? Or, do we rack it into a smaller tank, or do we do something else?

Certainly not a good idea to have half of your tank volume empty! This is asking for trouble.

As Claude says, a small volume of cider in a large container is asking for trouble.
If the fermentation is new, fresh & vigorous you may be OK for a very short while - but days not weeks. 
Headspace really needs to be at a minimum as soon as the initial frothy fermentation starts to slow; if your fermentation is already a couple of weeks in, then transferring it to smaller containers may be of a more immediate necessity.
