Based on the error message, the email address in your API request is not an existed PayPal sandbox account, so PayPal throws out the "Cannot determine PayPal Account status" error message.You can register a sandbox account at developer.paypal.com ,refer to -here/sandbox-testing/managing-sandbox-accounts/?mark=sandbox, then put this new sandbox account in your API request, have a try.
To finalize the whole thing you would call DoExpressCheckoutPayment. In cases where the payer is not verified, though, you could simply stop the flow and leave this call out. No payment will have taken place so no refund would be necessary. You can simply display a message that they need to verify their account prior to making purchases from you.

I see that you have been requested to submit a photo ID to claim your payment and you are not aware of the name used in your PayPal account. I'm glad to help you with this. To view the name used in your PayPal account, just click on the "Gear" icon next to the login button.

I also have the same problem. I linked my bank account and that was it. No notifications about a code or anything. Tried logging my account in a job website but it said that my account wasn't verified. I hope this resolves soon.
You would not even know that a certified check is fradulent when it is cashed. It may take weeks as the check is processed through the interbankig system until it gets back to the issuing bank to find it fraudulent. The money will then be taken out of your account with NO recourse.

If you enable the PayPal Order Status Checker, then Main Street Sites can be more proactive on your behalf by programmatically polling PayPal regarding the status of recent registration payment activity. In the rare case that an IPN is not received, the PayPal Order Status Checker can still determine that a payment was made and, as a result, can update the registration status automatically in your Main Street Sites account.
