BSEN ISO/IEC 17000:2020 specifies general terms and definitions relating to conformity assessment (including the accreditation of conformity assessment bodies) and to the use of conformity assessment to facilitate trade. The general principles of conformity assessment and a description of the functional approach to conformity assessment are provided in Annex A.

In 2000, however, ISO's Committee on Conformity Assessment (CASCO) decided to remove the conformity assessment terminology from Guide 2 and to instead produce a self-contained vocabulary defining the common elements that could be applied to all ISO documents on conformity assessment.


This document was published in 2004 and deals with the need for a framework of consistent and internationally agreed terminology in communications between suppliers, customers, public authorities and international agencies concerned with checking, demonstrating and recognizing that specified requirements are fulfilled.


The 2004 edition remained unchanged over three successive periodic reviews. It was only in early 2017 that it was agreed to convene a new working group to revise it, and then only in certain aspects. There was considerable international interest: 51 national member bodies and seven others joined in.


Over the next three years, five meetings were held, developing a working draft, then a committee draft, then progressing by voting and resolution of comments through Draft International Standard (DIS) and Final Draft International Standard (FDIS) stages. Comments that had led to a negative parallel vote on the DIS as a prEN within CEN were resolved to the satisfaction of the necessary majorities in CEN as well as ISO in voting on the FDIS.


Co-convenors from the USA and the Republic of China led the working group. The UK expert had latterly been the convenor of the working group that had finalised the 2004 edition and had served continuously as a co-opted member on the BSI mirror committee, CAS/1, which provided active support and challenge throughout the exercise.

The British Standards Institution (BSI, a company incorporated by Royal Charter), performs the National Standards Body (NSB) activity in the UK. BSI, together with its Group Companies, also offers a broad portfolio of business solutions other than NSB activity that help businesses worldwide to improve results through Standards-based best practice (such as certification, self-assessment tool, software, product testing, information products and training).


Additionally, 17000 describes the functional approach to conformity assessment. The functional approach is a series of activities (functions) that the auditor/assessor follows when conducting an audit/assessment to determine if specific requirements in a standard are being met. The functional approach consists of five major functions (selection, determination, review, decision and attestation). The graphic provided illustrates the process of the functional approach. Person Certification Bodies can relate to the functional approach because they do the same thing when certifying people. They select what they are going to assess (in this case a person). Then they determine what specifically they are going to evaluate (the competencies). Next they review the data they have gathered (test results, etc.) and they make a decision as to whether or not the person meets the standard. And if the person does, they attest (award a certificate) that the person meets the standard. Similarly, when an accreditation body such as ANSI conducts an accreditation assessment of a certification body to ISO/IEC 17024, they select, determine, review, take a decision, and then attest. The functional approach has been the basis for all conformity assessment and certification activities for a long time.


The first edition of ISO/IEC 17000 was released in 2004, consolidating content previously found in ISO/IEC Guide 2. The second edition of ISO/IEC 17000, developed by the ISO Committee on conformity assessment (CASCO), contains several key revisions.


Anyone in the spheres of accreditation, certification, and conformity assessment benefits from ISO/IEC 17000, as it aggregates many key definitions. However, it is worth noting that additional concepts unique to activities like accreditation, certification of persons, and use of marks of conformity are not included in ISO/IEC 17000:2020 but instead found in international standards related to those activities.

ISO/IEC 17000:2004 does not set out to provide a vocabulary for all of the concepts that may need to be used in describing particular conformity assessment activities. Terms and definitions are given only where the concept defined would not be understandable from the general language use of the term or where an existing standard definition is not applicable.

Each of the conformity assessment bodies (CAB) that are a member of one of the IEC CA Systems must comply with ISO/IEC 17000 series, which is the international standard for CA activities. Holding national accreditation, while not a requirement of the IEC CA Systems, does help to demonstrate that the CAB is able to perform the scope of the work required by the respective IEC CA System.


Peer assessment serves as a tool to confirm that CABs comply both with the ISO/IEC 17000 series of standards as well as the IEC CA Systems rules and operating procedures. Regular peer assessment helps ensure that CABs continue to meet IEC CA System rules and that test results remain consistent, comparable, and reproducible. This builds trust and is the fundamental reason why every member participating in a given scheme of a global IEC CA System commits to accept the test reports and certificates of the other members who participate in the same scheme (no matter where they are located). No duplicate testing is permitted.


Any company that needs to obtain certification for a given product can contact any member of an IEC CA System in any country. Product tests and assessment results that underpin IEC CA certificates issued by a member of a given scheme of an IEC CA System are fully portable. Every other participating member of that scheme commits to recognizing all certificates and may not redo tests that have already been done. In many cases, the product can enter all member markets directly.
