Ahuge quantity of books previously unavailable to the public was released starting in 2019 thanks to the Sonny Bono Copyright Term Extension Act of 1998. Because of an amendment to that act, works published between 1923 and 1977 can enter the public domain 95 years after their creation. Many of the sites listed below give access to the tens of thousands of books (plus movies, songs, and cartoons) available under this act. Downloads should be free and without retribution under U.S. copyright law.

I have a number of e-books and PDFs in the Books app of my iPad. The problem is, I don't seem to be able to download them to my device. They are partially downloaded -- one is 75%, another 86% and so on. But because they are not fully downloaded, I can only read them if I am somewhere that has WiFi.

If they aren't completing the download when connected to Wi-Fi, then try to remove them and try downloading them again (while connected to a known good working Wi-Fi network): Delete book and audiobook downloads from your device

Note: If you're using a VPN or security software, we'd recommend to disable them and restart the device, as these may be blocking the connection: Check VPN (Virtual Private Network) and third-party software to help resolve network connectivity issues

Depending on how you originally downloaded these e-books and the PDFs. Were these purchases by chance or downloaded online? If they were purchased through the Book Store, then you would have them available in your purchase history to redownload: Redownload books and audiobooks

I'm a little hesitant to remove the partially downloaded books from my iPad because I'm afraid I won't be able to download them again. It's a question of only having a partial e-book vs. none at all. Is it worth the risk? On the other hand, you seem to know what you are talking about -- certainly compared to me. So I might try to give it a shot and see what happens.

Hey, Destiny. First, thanks once again for your help. I don't know if it makes a difference or not, but the issue is with my iPad, not my iPhone. The e-books and PDFs are from various sources; some were purchased directly from Apple, others I bought from other vendors or downloaded from the web. I was able to successfully download them on my old iPad Mini some years back. But even though my newer iPad has far more storage capacity, I can't seem to get the contents of my Library to download completely.

If you purchased books or audiobooks from the Book Store or Audiobook Store on other devices, you can download and see those purchases on your Mac. You can also download books and audiobooks purchased by family members (if you use Family Sharing) and get updates.
