Ver. 2.40: --whitelisted-ips crashes with ERR_ADDRESS_IN_USE

Repro:
Start chromedriver with whitelisted-ips parameter

Result: chromedriver stops with following error message:

C:\>chromedriver.exe --verbose --whitelisted-ips
Starting ChromeDriver 2.40.565498 (ea082db3280dd6843ebfb08a625e3eb905c4f5ab) on port 9515
All remote connections are allowed. Use a whitelist instead!
[1531809435.262][SEVERE]: bind() returned an error: Only one usage of each socket address (protocol/network address/port) is normally permitted. (0x2740)
[1531809435.263][INFO]: listen on IPv6 failed with error ERR_ADDRESS_IN_USE
IPv6 port not available. Exiting...

Expectation:
I expect this to work as it did with version 2.38.


I am working on Microsoft Windows 10
Version 1607 (OS Build 14393.2248).
IPv4 and IPv6 are enabled on this computer.
The same problem exists on a Win7 computer.

This is a known issue tracked at http://crbug/chromedriver/2458. A fix will be in the upcoming ChromeDriver 2.41. In the meantime, please use ChromeDriver 2.39 or 2.38 if you need --whitelisted-ips option. Sorry about the inconvenience.
