Issue with Chrome version 109.0.5414.75

Problem Statement - 

Chrome version -  109.0.5414.75
Chrome driver version - 109.0.5414.74

Java 11

While invoking chrome browser via selenium it is giving error : 

org.openqa.selenium.SessionNotCreatedException: Could not start a new session. Response code 500. Message: unknown error: Chrome failed to start: exited normally.
  (unknown error: DevToolsActivePort file doesn't exist)

It was working fine until : Chrome 108 version.

Have you found a solution to this? I'm now having the same issue, but using c#. As a fall back, I tested edge 109, it works normally. I found reference to a license file, but adding that hasn't solved it for me.

Chrome Version - 109.0.5414.120

Chrome Driver version -  109.0.5414.74  and also tried using latest version  110.0.5481.30. 

This issue is still the same. 

Any workaround or fix for this issue ?
