[For WebKit (WIP) protocol] Backend version:
OS + version: Windows 7 +

What steps will reproduce the problem?
1.Open chrome browser Through command line with disable local storage(start
chrome --disable-local-storage) .
2.Press f12 for developer option to enable.


What is the expected result?
Developer option is not enabled.

What happens instead?
Blank developer tools option is displayed .

Please provide any additional information below. If possible, attach a
(reduced) test-case.
