Desktop notifications not working?

For some reason, desktop notifications have stopped working for me. I only ever use them for retweets and mentions, but it's annoying that they don't properly work.

I have the notifications set up for desktop, but for some reason whenever I receive a notification, it switches back to on-page notification. I checked the settings a bunch of times, but they never change under any circumstances other than when I receive a notification, where they automatically switch back to on-page. I don't like on-page notifications and I'd really like the feature to work properly again. I'll provide any info requested.
