Desktop notifications reset to page notifi (snapshot builds)

In newer versions (2-3 weeks at most) setting has reverted to page
notifications, and I can't save the desktop notifications option
anymore.
When I try to change it and save the settings, I get the green
"setings saved" popup, then the standard chrome "allow" bar, confirm
it - and then the settings page changes automatically to page
notifications and saves again (green popup).

Yeah, I have noticed that too, and I still don't really know why this happens.

The real issue is that somehow the fact of allowing notifications for the extension isn't changing the permission status. After you allow it to use desktop notifications CB checks the permission status to find out if you have really allowed them, and what happens is that it's always returning permission denied. That's why the green popup flashes again, because CB reverts to on page notifications.

I'll investigate this issue further and them I'll let you know.

So, I've just found and posted a comment in an issue report regarding this problem, it looks like it's also affecting many other extensions. You might want to star http://crbug.com/40351 to be notified on any new information about it.

I also sent a message to the Chromium Extensions group to draw some attention to this issue. Let's see what happens next, I'm mostly sure Chromium developers will soon get to it.

I have a similar problem, but I don't think it's the exact same.
Essentially, I never receive the Chrome "allow" bar. I did the first
time, and here's the dumb thing... I'm not 100% sure I clicked the
right button. Whatever I did, Chromed Bird lets me select "Desktop
Notifications" and it stays there, even when I close options, go back,
close the browser, etc. It's just not giving me the proper Desktop
Notifications. Is this what should happen if I choose not to allow
Desktop Notifications through Chrome but keep the setting on in
Chromed Bird? Is there a way to re-enable Desktop Notifications
through Chrome?

What's the Chrome version you have installed? I'll guess you're using stable channel releases, if so, that's a known issue. Stable channel releases seem to silently fail to display desktop notifications without raising any error whatsoever, as a result Chromed Bird falls back to on page notifications. Could you try installing beta channel releases to check if it solves the problem with the notifications?

Even in the latest Chrome dev version 29.0.1547.18 dev-m has the same issue.
