Thank you for the welcome! On the Nonprofit pricing, please allow me to explain the current qualifications:
Libraries that have a 501(c)(3) charitable foundation designation can currently qualify for the Google for Nonprofits program, including the reduced cost of the Chrome Enterprise for Nonprofits. Libraries that do not have this designation will not qualify for the reduced pricing. Libraries that are attached to K-12 schools, and I believe Universities (I don't cover Education), will qualify for the Chrome for Education pricing discount, which is equivalent to the Chrome Enterprise for Nonprofits.
This policy was implemented in late 2018/early 2019, if I recall correctly. Prior to that policy, all libraries were able to qualify for the nonprofit pricing. If a library had a purchased Chrome Enterprise for Nonprofit licenses before the policy was introduced, their domains were grandfathered in and will continue to be able to purchase at the reduced rate.
If your library is part of a 501(c)(3) coalition with multiple members, the coalition can apply for the Google for Nonprofits program on behalf of all of the members. The only limitation to this scenario is that only one domain can be given Nonprofit status, meaning all members would be managing devices under the same environment. In this scenario, should the coalition agree, multiple Organizational Units (OU's for short) can be created with various administrator roles to restrict each library to their specific OU's.
Does this help make the pricing policies clear? My teammates and I have been advocating for a specific Library SKU to simplify things, but we are sadly not in the position to make those decisions. We will continue to channel your feedback to our leadership with hopes that things may simplify in the future.
