kiosk-based catalog stations and third-party toolbars

I have been learning about kiosk-based and managed-session-based catalog stations, thanks to several of you for advice and training. I have a fairly satisfactory solution, but there are some remaining issues with third-party toolbars that are almost, maybe not quite, deal-breakers.

The ReachDeck toolbar provides some accessibility features. You can launch it from the human figure at the bottom right corner of this page (warning, it will start talking unprompted). For the most part, the features work in kiosk mode, but once the toolbar has been launched by the patron, it can't be closed. The toolbar remains active through a soft restart and can only be closed by rebooting the chromebox.

The SirsiDynix Enterprise toolbar, which you can see at the top of this page, mostly works but in kiosk mode you can only use the "Select Language" button after turning on Accessibility Mode in the same toolbar. Normally, Select Language toggles between English and Spanish independently of Accessibility Mode.

These problems happen even when no URLs are blocked. I have started to suspect a kiosk security setting, but I haven't figured out what to look at. Any suggestions?
