Just to highlight this topic for the accessibility group (topic was posted in Chromebook Central):  Mouse Drag for some disabled users  

The user was responded to most excellently by our Chromebook Central TC, James Welbes;  I am mentioning the thread here just to highlight it to the accessibility group.

Chromebook needs the ability to hold down the left mouse button for one to two seconds which will "lock" the button tricking the OS so it thinks the button is being held down. That would allow me to drag the mouse (I use a trackball) for my computer needs. This should be available in the Accessibility area under mouse menu.

In Mac I use Kensington's app to customize any button but Window's mouse drag option is much better and not limited to a specific brand of mouse.

Hopefully this can be incorporated into a future build. Other than that, I'M LOVING CHROMEBOOK + CLOUDREADY!!
