Is there a spec for domain enabling and event queuing/buffering?

How I've seen things behave is that if I create a target page with a URL, attach to it, enable the `Page` domain (Page.enable) on the session I just attached to, I get the most recent `pageLoadedEvent`, even if it's already passed.

What I'm finding in testing,

on the latest chrome stable ("version": "142.0.7444.175", "revision": "1522585")

and only when executing this from python 3.14t

and only mac

is that new sessions (a second session after createTarget) don't seem to enjoy this behavior.
