Is Target.setAutoAttach working right?

Is Target.setAutoAttach working right?
Setting waitForDebuggerOnStart to true does not work.

autoAttach doesn't work either.

is it working right?

It generally does, you can find a bunch of test coverage for this under web_tests/.../inspector-protocol/target. We wouldn't rule bugs either, but we would need a more detailed repro than this to help you with these issues.
