Not receiving Browser.downloadWillBegin event

Greetings,

I don't have easy access to previous versions to verify. As far as I can see, from version 141, Browser.downloadWillBegin and Browser.downloadProgress are not being sent while using protocol. I am still receiving deprecated Page.downloadWillBegin and Page.downloadProgress events, but not expected Browser events.

I know this used to work because it's part of our testing suite. The test is very simple, click on a link which results into a PDF being downloaded. 

Is this a known issue?
