Choria Server and Broker version 0.12.0

Hello,

I am pleased to announce release 0.12.0 of the Choria Server and Broker.

It's packed full of goodies, I'll link to blog posts about some:

• NATS 2.0 based Broker
  
• PKCS11 support (think Yubikeys)
  
• Huge improvements to the Golang client library - lots of DDL related goodies
  
• New choria req CLI to eventually replace mco rpc with a new high performance zero dependency one
  
• Improvements to choria buildinfo
  
• go mod and go 1.13 based builds
  
• No more releases for RHEL 5.0
