SweRV-EL2 in Chisel

Wouldn't it be amazing that someone implemented a pre-existing, industrial grade core in CHISEL, for other enthusiasts to enhance the open-source RISCV offerings.

We did just that with the SweRV-EL2: an open-source core by Western Digital. We named it “Quasar”. Quasar is logically equivalent to SweRV-EL2, with a slightly better area.
