I have had the same issue using the same config as above. Additionally,
when running
chrionfs with the --ctl option from the command line produces the error below.

chironfs --fuseoptions --log /var/log/chironfs/filey-cyrus1 --ctl /var/run/chironctl
/filey1=/cyrus1 /filey-cyrus1
comand line option (-c) mount point allocation: Low memory
