Essential Duties:
Updates and maintains the county's land records data and GIS features; advises the Tax Department on geographic information systems issues and responds to their spatial and statistical information needs; assists with efforts to expand and develop the geographical information programs and methods used within the Tax Department; participates with other GIS users, county departments, and the outside community to deliver geographical information and services related to land records and tax ownership data; performs other duties of a similar nature or level and performs work during emergency/disaster situations; supervises two or more full-time staff to include prioritizing and assigning work, conducting performance evaluations, ensuring staff is trained, and making hiring, termination, and disciplinary recommendations.
Minimum Qualifications:
High School Diploma or General Equivalency Diploma (GED) and five years progressively responsible experience working with Land Records data and GIS to perform cadastral mapping tasks using COGO methods within the ArcGIS software platform, including one year of lead experience; or an equivalent combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed above.
Associate’s Degree/Technical Degree in GIS, Computer Science, or Geography is preferred.

Knowledge of state property laws and GIS standards; surveying standards; land title methods and forms; computer database management; budget preparation; computer programming and supervisory principles and working in a Tax Office environment.
Skill in interpreting orthophoto photography; using computers and applicable software; using surveying methodology; interpreting land deeds; reading and interpreting maps; writing and implementing computer codes; maintaining computer databases; implementing and maintaining a budget; and communication, interpersonal skills as applied to interaction with coworkers, supervisor, the general public, etc. sufficient to exchange or convey information and to receive work direction.
