Reporting to the Associate Commissioner for the Children’s Center, the selected candidate will be an integral member of the Children’s Center and FPS Division leadership teams. The FPS Division oversees services for all children in foster care in New York City. The Children’s Center provides temporary placement for children entering foster care before they are placed in foster homes or other child welfare settings.
The Assistant Commissioner is responsible for establishing and maintaining a therapeutic milieu and an enriched program culture that addresses the trauma that children have experienced. The Assistant Commissioner is charging with leading, inspiring, supervising and supporting a staff of 195 who are responsible for caring for children placed at the Center. The Assistant Commissioner’s responsibilities include but are not limited to the following:
• Oversee all aspects the day-to-day operations of a 24-7 ACS facility for children who have experienced the trauma of child abuse and neglect.
• Understand the challenging behaviors of children as “survival coping skills” from traumatic experiences, and create a trauma-informed culture of care for both children and staff.
• Lead responsibility for implementing and supporting the therapeutic milieu in order to provide a safe living environment and deliver enriched services and supports for children during their temporary stay at the Children’s Center.
• Lead staff in the development and implementation of a programmatic structure and schedule that is clearly defined, fully understood by children and staff, and that includes programmatic rules and expectations associated with rewards and consequences as part
of the daily routine.
• Develop and enhance the overall programming to facilitate trauma-informed and developmentally appropriate daily social, therapeutic and recreational activities for the children at the Children’s Center.
• Supervise the Executive Director for Operations to design and adapt daily routines and programming to ensure a sense of predictability and emotional safety for children.
• Supervise the Executive Director of Social Work and Placement Stability to ensure that the Child + Family Specialists/Social Workers are adequately trained and supported to provide the highest quality of care in their role as a primary emotional resource
for the children.
• Supervise the Senior Director of Program Development and Staff Wellness to create a robust schedule of daily programming and special events.
• Lead the training and development of staff in helping children develop positive coping skills.
• Establish effective systems of communication and collaboration among child care, medical and mental health staff, social workers, case planners and others to address the needs of children.
• Ensure effective communication and collaboration with the Office of Placement Administration to provide critical information about children to inform the placement process.
• Assume a full leadership role at the Children’s Center, working collaboratively with clinical leadership from the Bellevue Mental Health Team, ACS Medical Officers, ACS Peace Officers and other units within ACS.
• Assist with the development of policy and protocols applicable to the population and function of the Children’s Center.
The preferred candidate will have management experience operating a 24-7 children’s residential center and will exhibit a mastery of residential program/treatment operations, strong working knowledge of guidelines, policies and regulations relating to child welfare; and a comprehensive understanding of crisis management procedures, safety and permanency. The preferred candidate will possess a Ph.D. in Psychology or be a Licensed Clinical Social Worker. The candidate will have gravitas, strong leadership and supervision skills and experience in supervising, training and coaching management and staff in residential child care settings. Excellent written and verbal communication skills are required, along with excellent analytical, organizational and interpersonal skills; and knowledge in the use of NYS Connections Comprehensive Case Management System, Microsoft Access, Excel and Word is preferred.
Salary Range is $95,000-140,000.
