Dear Friends,

 

I have following humble suggestions:

 

1.       It is not clear what we actually want to achieve through these letters – Increased allocation or statistics for past three budgets. The letter should clearly define what exactly we want.

2.       I would strongly recommend that one letter should focus on one demand; asking for multiple things, we would receive different answers from every district. For example, EDO Dadu may provide budget statistics, and EDO Sanghar may respond by explaining that the budget allocation for education/health cannot be increased due to various reasons. We would stand nowhere with such varied responses from various districts.

3.       I think as a first step, we should ask for statistics i.e. financial allocations in the past three budgets for education and health. We should analyze the figures provided by the districts administrations and then make our next move – asking for increasing the budgetary allocations for children.

4.       Our recommendations should be concrete i.e. increase allocation for education up to X % of the annual budget. Similarly our suggestions for use of the additional budgetary amount should also be in very unambiguous terms  for example – Arrange teachers trainings on “how to discipline children without resorting to corporal punishment”.

 

The more clarity we would have about our questions, the better able we would be to judge our success.  

 

I hope these suggestions are taken positively.

Dear Ghazala,

I have drafted three sample letters for district health officer, district education officer and district finance and planning officer.

Please check if your team feels OK (also share with your communication officer for the edit) with these letters and send these to at 10 districts in each province (it means you have to dispatch 3 letters to one district). You have to change name of the district in each letter. You may also keep the CRM chapters in the loop.

If letters are finalized and approved, please dispatch them as soon as possible.
