Resources for young person - age 22

Good afternoon,
I wonder if anyone knows of resources for a young person, age 22, who is aging out of CPS programming. They have autism and they are seeking a community day program, but they do not have Medicaid vouchers (they are part of a registered refugee family, so may not have documentation). This has been needed for most programs so far. I thought the Arc of Illinois might have ideas, but they typically offer support for funding with those who have Medicaid.
Any thoughts?
