New metra station

Anyone know what's going on just east of the Metra Rock Island track
between Cermak and Archer (Just east of the Chinatown Red Line
Station)? It looks like a fence is being built along the top of an
embankment that was recently cleared of brush and small trees, and
reinforced with girders pounded into the ground. There's also a small
strip of land between Clark and the tracks that appears to be part of
this project.

I know a Chinatown station has been proposed as part of the 2nd phase
of the Circle line, but from the proposal that looks to be a bit
further north, like closer to 18th street.

Is this going to be a new station, or something else?

I suppose it could be preparation work to replace the Cermak viaduct, although
I don't know if that one is scheduled for replacement.

Not a new station.
