"By law" = per the Illinois Administrative Code, not by statute.

Relocating a raccoon is a "petty offense," meaning fine only. But I
could not find the amount of the fine. It's a DNR rule, apparently:

I think it's probably only $50 or so. I saw a list of what some were
worth and I think an eagle was only $500 and a trumpeter swan $250 IIRC.
What would worry me as a FOID card person is the chance they would take
that for a year. I saw something about that somewhere.

Baby bottle nipples wired to the muzzle of a 22 rifle work very well, as
