libchewing-data 資料己匯入 git

Hi,

之前有提到[1]過要把 openfoundry 上的 libchewingdata 一起搬到 github 管理,
這幾天趁著在寫一些酷音的東西就順手把 repository 放上去了, 裡面的文件還要
更新, 需要寫入權限的人歡迎來信索取！

「把libchewing-data改掛submodule好了？」

我想這概念很好，不過之前我發現有很多 data/phone.cin 有很多字無法在 GNU/Linux 正確顯示，於是手動 + 透過
Pango 過濾了一些，這也是 phone.cin-CNS11643-complete.patch 的由來。
