Hello Ward 3! There’s a lot going on but for this newsletter I am focusing on just two big topics: Hospital Hill Annexation and the recent parking citations for parking facing the wrong way. 

 

But first some good news: Cheverly Police Department is scheduled to start having officers on duty 24/7 before the end of the year! We will be celebrating this milestone, plus the swearing in and promotion of some officers, next Thursday December 12 at 6:30pm before the town meeting. Hope to see you there!

Hospital Hill Annexation

·       As you may already be aware, just before Thanksgiving the town of Bladensburg revealed their intention to attempt to annex Hospital Hill. This was a surprise to not only Cheverly but the entire County, as Bladensburg had (presumably intentionally) not informed anyone that this was in the works.

·       Annexation is super complicated, but to oversimplify it, Bladensburg has essentially gerrymandered a series of parcels of public land to connect their town to Hospital Hill. You can see the map here (scroll down to the bottom). 

·       Because these are public lands, Bladensburg believes it can annex without approvals from the County. My understanding is that County officials are not in support of Bladensburg’s annexation attempt. (Cheverly has not yet annexed the property under the advisement of multiple County officials.)

·       Cheverly Mayor and Council has directed our town attorneys and town staff to proceed with the legal actions necessary to oppose this annexation. You can read the letter our attorney sent to Bladensburg and the letter Mayor and Council sent to residents via News & Announcements below:

·       Bladensburg is holding a public hearing on its annexation attempt on Monday, December 9 at 7:00pm at 4229 Edmonston Road, Bladensburg, MD. We encourage residents to join us at the hearing in support of Cheverly’s interests. 

o   The Town of Cheverly is coordinating shuttle buses to the hearing since parking is limited at Bladensburg Town Hall. Please see more information here.

o   It is likely that Bladensburg will not permit non-Bladensburg residents to provide input at the meeting, but we believe a physical show of support will be powerful to show how important Hospital Hill is to our community. 

o   If you can’t join us in person, written testimony can be submitted for the record by emailing the Bladensburg Town Clerk at Cl...@Bladensburgmd.gov.

o   Bladensburg does not publicize Zoom links for folks to engage with their meetings virtually, but information about live streaming is at the top of their agenda here.

·       I don’t think I can understate the shock and disappointment I have around this situation. Our community has invested a great deal of time, energy, and resources into making sure that the best interests of our residents and the larger County are considered at every step of this development. We have worked hard to be good neighbors to future Hospital Hill residents, with the explicit hopes that they would eventually be Cheverly residents as well. For a neighboring municipality to make this kind of attempt is disheartening, and certainly not in the spirit of mutual support and collaboration which we as a town have worked hard to foster with our fellow Prince George’s County municipalities.

·       Please let me know if you have any further questions. I will provide updates on this situation as I have them.

 

Parking Citations

·       Speaking of disappointing and shameful behavior, I heard from a number of Ward 3 residents that the Revenue Authority was again ticketing vehicles in Cheverly, this time over the Thanksgiving weekend.

·       In one case, a resident intervened while the citation was being issued, and when she asked if she could move her car to have it facing the correct way, she was denied and still given a citation.

·       As I’ve said in previous newsletters, the Revenue Authority technically has the jurisdiction to issue citations in Cheverly. And being parked with left wheels to the curb, while not enforced by CPD, is something that is illegal in the State and County. Cheverly cannot make something legal in our town if it is illegal in the State/County.

·       Town staff is working to meet with the Revenue Authority to clarify the situation.

Odds and Ends

Other ongoing items to keep an eye on:

·       Holiday Lights

o   The Bryners will be driving around Ward 3 judging lights December 14/15; if you’d like to be in the running please have your lights up and on by then!

o   Winners will be notified around 12/19 and announced around 12/20.

o   We all know that Ward 3 is #1 when it comes to holiday decorations, I’m looking forward to seeing this year’s fabulousness!

Have you thought about getting more involved around town? We know that people love the sense of community here in Cheverly, and so many of the good things around town are driven by volunteers! Some opportunities:

Planning Board: Exploring future development plans and opportunities in and around town and advising Town Council on related issues

Recreation Council: Planning and executing some of the town’s favorite events, like the Halloween Parade, Easter Egg Hunt, Pickleball Tournaments, and Flea Markets

CERT (Cheverly Emergency Response Team): Responding to and planning for emergencies and natural disasters, supporting large scale town events to ensure everyone’s safety

Board of Elections: Planning and running town-wide elections

Police Chief’s Advisory Board: Connecting with residents around public safety issues and policies and making recommendations to the Chief of Police about community’s articulated needs and perspectives

Cheverly Day Committee: Planning and executing Cheverly Day

A Reminder re: Communications

Nobody from town staff or council formally checks the Cheverly Exchange. I primarily use it when I am trying to offload my kids’ old toys. If you have a town-related question or if you want us to know something, please get in touch directly. If you have questions or concerns about a public utility, please try contacting them first. 

If you need immediate police assistance, or want to report a crime in progress, please call 911. The county dispatcher will send Cheverly police if they are on duty and available, or will send County police. If you need a response from police that does not need to happen in a timely manner, please call the non-emergency line at 301.352.1200. Again, this will send either Cheverly police or County police depending on availability. 

Town Hall can be reached at 301.773.8360. Public Works is at 301.773.2666. The police department (for administrative questions, NOT for reporting a crime or seeking assistance) is 301.341.1055.
