The work session Thursday was full of a lot of information. I did arrive a little late - halfway into the Office of Human Rights Presentation - because our son was being inducted into the National Honor Society. I felt it was important to be present for that and then join the work session immediately after the ceremony ended.
OHR does a lot of great work. In fact, I have worked with them in many capacities over the years from being a panelist discussing anti-asian hate and bias, presenting during Asian American Heritage month, as well as participating in Unity and anti-hate rallies in the county. In my county capacity, we work closely together to ensure language access for all residents for different needs in the county. OHR investigates reports of discrimination, they identify and work to prevent human trafficking, they focus on language access, and do a lot of events to promote awareness of different topics. It was a pleasant surprise to see my friend Kyla present at our work session and I was grateful she joined us.
Other presentations included:
WMATA: There are no plans to close the Cheverly Metro. The solar panels installation is nearly complete and these panels will generate enough power for 280 homes. The Bus route numbers will change, along with some routes as the Better Bus Network is launched in June. STOP SIGN Camera Monitoring: We are still in the consideration portion of the stop sign camera program. The data is there and it shows that even in low traffic areas, there are over 80% violation rates at our stop signs. CPD has asked us to consider piloting the program to assist with enforcement and there is proof showing a change of behavior in other municipalities that have piloted the program.
There is also a concern for privacy and surveillance. These are valid concerns. We have to weigh those with public safety and consider how best to approach the issue of traffic safety.
Enforcement is necessary. Can CPD enforce ? Yes, and they won't stop enforcing but the Chief has stated that haVing an officer sit at a stop sign for hours is not an efficient use of an officer's time. It was also stated that when an officer writes up a citation, that money does not go to Cheverly. Stop Sign camera monies would go to covering the usage of the system. It is not a revenue generating (but yes, it could generate revenue) tool and its best to look at the system as cost neutral. The Chief has said that adding stop sign cameras would simply add another tool in the tool box for the officers.
Council Member Bryner had a good suggestion which we have delegated for the next council to continue exploring - a resident advisory body to come up with policies on how (if at all) to implement signs and where. Similar to other traffic calming measures, it may require 60% of your street to sign on, a traffic study or on site visit from the engineer, and then a public hearing prior to implementation.
Fence Variance on Laurel: a resident would like to replace a chain link fence with a wooden fence at the same location. Because of the way the code is written, this must go through receiving a variance from the council. It was approved and it was suggested that the code be looked at for future variance requirements like this.
Budget: Our next budget meeting is Thursday. The Mayor and Council have been reviewing the FY26 budget. So far we have heard from General, Police and Public Works. Next up is the capital improvement projects. Please engage with us now. This is where we figure out what kind of revenue we need to cover our expenditures. It is our goal to not raise the tax rate and to not sacrifice any of the services or amenities we have all come to enjoy.
The election is on Monday May 5. Be sure to mark your calendars and come out. If you missed the Candidate Forum, please check it out here: https://www.youtube.com/live/lunuukAZl4k?si=MlQSqIcVo9YbJjZ8 Thank you so much to CAACO for organizing a well run forum. It takes an incredible amount of work so I truly appreciate how well it was handled and providing an opportunity for the community to hear from the candidates.
There is one more meet and greet hosted by Vinecorps on Sunday, May 4 from 2-4pm for our youth 16-29 years of age.
