Have you checked Airnav.com for the owner or the manager of WV66?
There are two street addresses and one phone number listed there.
(The manager is "Chuck Yager" and at first I thought, "Ooooh,
yeah," but the spelling is different.) One of them might be able
to advise you on the possibilities for straight floats in that
area.
I've landed on the Ohio River several times near there. It's
great fun--but not as hospitable to seaplanes as you might think
from looking at a map. It's mostly high banks and seawalls, and
the barge traffic can produce mighty rollers as far as 5 miles
from the barge. Galia-Meigs airport is a little south of your
route, but it's within walking distance of the river. Or there are
taxis and, probably, Uber. The problem is what to do with the
airplane if you have to trek to an airport for 100LL. I'd be
uncomfortable about leaving it unattended anywhere along the
river. But if you'll have a passenger, you'd be okay. Then the
trick will be to find a place to tie up close to a public roadway
and in a place that's somewhat sheltered from rollers and other
waves. There's an island south of Galia-Meigs that might do for
that.
I18, Jackson County Airport, is only a few road miles from a
public park with a dock at Ravenswood WV. It should be possible
to arrange for a taxi to take you to the airport. But again,
you'll probably want someone to watch the airplane while you're
away from it. Or if you're solo, maybe a taxi could meet you at
the plane, take your cans to the airport, and bring them back
full. You could work that out in advance with help from the FBO.
Ha! I just noticed that at the right zoom level GoogleMaps shows
a Ravenswood Seaplane Base just upstream from the park. Not
charted, though, and I don't see any sheltered place to moor.
Anyway, you're sure to have a grand Seaplane Adventure!
