How do I change the favicon.ico in cherrypy 3.0

Is there a way to change the favicon.ico to point to a an http url.
How would I do it with cherrypy 3.0?

I saw this link on the wiki:

http://www.cherrypy.org/wiki/Favicon

But I'm passing a config dictionary to the quickstart method and am
not sure how the example posted above would map to that. Also I would
like the link to favicon.ico to be http based instead of a static
url.

The same way you would with any version of CP: with a link element in
the HTML head.
