Thanks for the response Ian. It actually resolved itself about an 30 minutes after I posted this. I was actually on a group flight and all of us were having the same issue. The downloader was blank and there was no flight plan download option on the dispatch page. We were not sure if it was a result of the updates to the Navdata Center or FMS Data. All is good now.
This information was used to create the Office 2010 Starter downloader v1.0.
Be ware, this script works as is. Not a lot of error checking has been put in place. E.g. I do not check for downlad errors, but every language folder should be about 700 - 900 MB.

I am having a hard time getting the arc-lib-downloader to download experience builder. It's worked fine for months, but now it's saying it can't download experience builder. When I try to list products it only shows Web App Builder.

I suspect that this is/was related to your other thread in which case you now hopefully understand why partial updates are a bad idea.

Serial downloader mode uses the same binary image as internal boot. The main difference between internal boot mode and serial downloader mode is that in the first, the image is programmed into the memory device and executed from there, while in the latter, the image is obtained from a host. See section "Serial Boot (Serial Downloader)" for more information about serial downloader.
I read the section before this post. But I can't catch the subtle difference and hot point. You said in serial downloader image is obtained from host. In here, host means our PC devices I think. Please correct me if I am wrong.
2. The thing about serial download mode, is that it enables communication to the chip using the Serial Download Protocol (described on section "Serial Download Protocol (SDP) " of the RM and here). Like the post that I previously shared mentioned (link), the flashed code can sometimes cause the debugger to loose access to the RT, rendering it unresponsive and unprogrammable. When this is the case, serial downloader mode is used to regain debug access by allowing the RT to turn on and communicate with a host (PC), without executing any code already stored in flash. This allows the PC to erase the flash and therefore regain control of the RT device.

Before you run Configuration Manager setup to install or upgrade a site, you can use the setup downloader standalone tool to download updated setup files. Run the tool from the version of Configuration Manager that you want to install. Use updated setup files to make sure your site installation uses current versions of key installation files.
When you use setup downloader, you specify a folder to contain the files. The account you use to run the tool must have Full Control permissions to the download folder. When you run setup to install or upgrade a site, you can specify this local copy of files you previously downloaded. This behavior prevents setup from connecting to Microsoft when you start the site install or upgrade. Specify the path for the folder to store the updated installation files, and then select Download. Setup downloader verifies the files that are currently in the download folder.
