Migrate to a new Group/Mailing List

Hi Everyone,
I have raised this a couple of times during the meet, we currently don't seem to have a moderator/owner for the mailing list. And the way the mailing list is configured, this will prevent new users from posting to the group. So I suggest that we migrate to a new group/mailing list. If people have any other ideas please let me know.

Going to python.org mailman might be a good idea. chen...@python.org.
