Last year we've had a few issues with neutral umpire not being available for a few games. So this year it has been decided that an umpire panel needs to be organized to cover any mishaps with respect to neutral umpiring.
As discussed in the all captains' meeting, the match fees for the neutral umpire for each game is $40(Board please correct me if I am wrong).
The following penalties have been agreed upon in the all captians meeting if the playing team or the board is not informed in advance (atleast 24hrs):
1. First time the team that needs to send the neutral umpire doesn't turn up a fine of $100 will be impossed.
2. For repeat of not sending a neutral umpire to the game is $100 and deduction of 2 points
The necessary actions will be taken by the board after investigation.
In the event that the neutral umpire is not available from the designated team for the game the plan is that the umpire panel will send a neutral umpire for the game. The umpire will be given the match fee.
Hence I am asking atleast one person from each team to volunteer for being part of the umpire panel. The plan is that we would be able to find atleast one person out of the 19 people who volunteer for the umpire panel to act as a back up for the different games in case the scheduled umpiring team fails to send a person.

In the event that we don't get 1 person from each team as volunteer, I ask the team captains to nominate (forceful volunteer) one of your team members to be part of the panel.
I hope that we don't have to call in back up umpires from the panel to fill in gaps in umpiring for this season with the additional fines and actions.

The Captains of every team are responsible for the code of conduct of their team's players
