Checkstyle without internet dependency

Hello,
CheckStyle current requires an Internet connection and an external website to work. This "http://checkstyle.sourceforge.net/dtds/configuration_1_3.dtd" link constantly stop working, resulting in compilation failure when this happens. 

Without internet it shows an error message "Unable to create checker: configLocation{../.../}, classpath{null}"
Now I am looking a solution without internet dependency. Is there any alternate solution without internet?

As you did not provided any details on issue, please recheck them.

there might be problem with sourceforge maintenance. 

I do not remember why we added it, but it suppose to be skipped when running online.

You can debug this problem and provide us fix by PR.

I am using DTD configuration file( https://raw.githubusercontent.com/checkstyle/checkstyle.github.io/master/dtds/configuration_1_3.dtd). 
Do we need to mention checkstyle version number (8.19) in gradle file?

yes, please use 8.19 in gradle file, to make sure you use latest version, mostlikely gradle use non latest version by default.
