GSoC 2024 - Refine Google Style Guide Implementation

From today the coding period for gsoc officially begins.

What I did today: 

1. Opened a new issue which will work as entry point for this project: https://github.com/checkstyle/checkstyle/issues/14899
2. Created a PR regarding updating the content of existing javaguide.html to the latest version of javaguide.html from google/styleguides repository. This will work as diff between old version and new version of java style guide: https://github.com/checkstyle/checkstyle/pull/14901
3. Created a new PR regarding creating a new folder under "styleguides" folder, this new folder will be the new cached page for latest implementation: https://github.com/checkstyle/checkstyle/pull/14900 

What I'll be doing this week:

1. Complete the discussion pending at:  https://github.com/checkstyle/checkstyle/pull/14900 
2. Start updating the style guide implementation based on latest version
