Missing Import Control DTD

Hi

We are using check style import control dtd in some of our maven projects. Currently, the dtd mentioned here: http://checkstyle.sourceforge.net/config_imports.html#ImportControl is not accessible.

it is sad that is unstable for you, we experienced smth similar , but was resolved by multiple executions/requests
