Upper Scroll bar in Contracts Domain Transaction pages

For continuity, can we add the upper horizontal scroll bar that appears in the Contracts Domain Transaction pages to Payroll and Spending transaction pages as well?

I discussed this with the team, and we can implement the Horizontal scroll bar on all NYCHA – Payroll and Spending transaction pages in next sprint (19).
