I have confirmed mom checks email. You can say"mom says he checks emails many times a week. You can email her to call you next time. If it is urgent, I am sure you can call her to speak in her day time."

Aunt's reason to mom is that she thinks it's easier to send emails within USA than internationally....

I wouldn't call our aunt mentally ill, otherwise she won't be able to get a master degree.

I think her stay in U.S. by herself over a long period of time has made her too sensitive in guarding herself, making her less open to new ideas.
