Stamp duty on share certificate in Mumbai

Dear Expert,

A Company, registered in Mumbai have allotted shares to its members through rights issue and filed form PAS-3 but it has not given share certificates to it's allottees within a period of 2 months as specified under section 56. Now a company want to issue share certificate on previous date. Can it does so? Can you please guide me how to rectify this erros?
