I want to make a WordPress website in 2 languages (e.g. English & Bengali) without plugins. Currently my site is plain html with 2 folders. English pages in one folder and Bengali pages in another folder. How do I do it on WordPress without plugin? How to do it theme page/post?
A way my agency has chosen to implement it in the past is through subdomains. We created the entirety of our English site as you would normally in WordPress on mydomain.com, used the Duplicator plugin to clone the site to spanish.mydomain.com, and then changed all the text on the new site.
An option is to use a plugin like WPML (which is generally considered the best plugin to use if you ended up wanting to go that route). However, there are issues as pointed out by @MarkKaplun such as the integration with other plugins and WPML assuming all content should be the same.

I'm struggling to embed Bengali (Bānglā) Unicode fonts into my website for a couple of days and I tried many things. Even I got some wonderful solutions for @font-face like unicode-range (see deceze's answer). I even tried the so-called Bulletproof @font-face Syntax Tutorial by Paul Irish. But finally found that the font embed looks working, but actually not working at all. If I delete the Bānglā font from the PC (/windows/fonts), then my browser fails to load the font from the system, and it's not working. What I'm using for @font-face is:
After long challenging research, I failed. But suddenly I remember my den in Bengali (Bānglā) Wikipedia, wherewith the help of Jayanthanath, we the community embedded "Siyam Rupali" into Bengali (Bānglā) Wikipedia. The discussion can be found here in this Village Pump discussion archive. Then I got an Idea and observe the font-embeds' success result in bn.wiki. Then using Firefox's "Web Developer" add-on, I viewed the whole bunch of CSS of Bengali (Bānglā) Wikipedia home page. And found 'Siyam Rupali' there. Then copied the syntax exactly from there:
I found unicode-range: causing a problem in Chrome. As Siyam Rupali is a very good font with a vast collection of glyphs, we need not mention the range. So, you can avoid unicode-range: U+0980-09FF;. :)

In a nutshell, it is the 5th most spoken language by native speakers in the world. It is also the 7th most spoken language by the total number of speakers. There are around 267 million speakers, of which 230 million are native.
The Bengali language can be traced back to 3500 B.C. to the Indo-European language family. Many assume that it was born from Sanskrit. But scholars and linguists believe that it derives from Indo-Aryan languages like Magadhi Prakrit and Pali. Modern Bengali uses words taken from Turkish, Portuguese, Persian or English, for example.
Old Bengali dates back to around 650 A.D. when priests and scholars widely used Sanskrit in literary works in Bengal. However, this is a bit of a dark area in the history of Bangla literature. Indeed, there are very few traces of literature from this time. The oldest text ever found is Charyapada. It is a collection of mystical poems of revelation based on Buddhism, thought to have originated between the 8th and the 12th centuries.
During the 14th century, the Muslim invasions established the Sultanate of Bengal. The Sultanate declared Bengali as the official court language of the region. And it soon became the vernacular language of Bengal. However, this version of the Bengali language, known as Middle Bengali, was still very different from the modern one. In the 16th century, the Mughals took over Bengal. The rich Persian language they brought with them began to influence the language.
