Tax Incentives for EV Conversions

I am going from information at http://www.pluginamerica.org/incentives.shtm

Is there any status improvement in PA for those of us wishing to do
conversions?

So far it looks like the state offers nothing for us. Now, correct me
if I'm wrong about the Federal: Apparently the $2500-7500 tax credit is
only for new commercially produced EVs by major auto makers.

So, it seems that the only break we get is a 10% tax credit for
converting, and this goes thru end of 2011. The DOE website is a bit
vague about how this credit works: http://www.energy.gov/taxbreaks.htm
(CTRL-F for "conversion"). The unanswered questions include whether the
market value of the donor vehicle, cost of body work and paint job would
be included in the credit; or would only the cost of the electric
drivetrain components be included.

Even if all of that is included, still 10% is not that much of a break.
Are there any news about further incentives on the way, either federal,
or state?

The incentives page was a 'snapshot' in time. I don't believe any incremental changes have been made on it. If new legislation has been signed into law, we'd like to know about it. Less than half of the states have them and are open minded. I know these things move very slowly.

If you look closely at the ARRA Feb. 2009 law, there are provisions in there for credits for conversions. I don't have a final copy and can't quote you chapter and verse, sorry. You've found about as much as there is, and it's not much. I don't know the full requirements to qualify off the top of my head. I believe the ceiling $$ limiter kicks in before you'd need to total up all the other things like paint, bodywork etc. No additional laws affecting this have been created since then, AFAIK. It's better than nothing.

The way I read the tax credit, it ONLY applies to QUALIFIED (my
emphasis) Alternative Fuel Motor Vehicles (QAFMV) and Heavy Hybrid
Vehicles. IOW, the credit only is for the ones on their (IRS) approved
list. If you "roll your own" by buying or building your own
conversion, there's no credit.

We are working on lobbying congress from here to change the law around
tax credit for conversion. Our goal is 50% of conversion price,
with a ceiling of 4 or 5K

I know that SEMA. Specialty Equipment Manufactures Association. May be of help to us. They have successfully reformed 1/2 the States to include registration categories for Specialty constructed vehicles so that can be legally inspected.

They have a .gov division. I will find information.

africa- but if the two of them can connect and figure out a commuity
role, that
would be great. now that the Civic is working for real, it's time to
