How do I fix this

Error message suggest you what to do, give writable permission(777) to
chat root directory.

You need to give CHMOD permission to the config.ini.php file. If you're using linux it will be the command:
chmod 777 config.ini.php
On the windows hosting it should work properly.

Otherways, you can try it by some software like Total Commander, FileZilla or whatever else.
