So basically the genesis of this was I saw that New Zealand is doing
an Open Government Data Barcamp

and I thought, geez, if New Zealand can do one, why not Canada? And
from there it seemed to me the most logical place to attach it would
be before or after GTEC in Ottawa, since the theme of GTEC is
"Government 2.0 Service Mashups" anyway.

Since GTEC is October 5-8 that doesn't leave much time. On visiting
the GTEC site, I just see today they are proposing some kind of
unconference, but as far as I can tell it's not a true unconference
with open attendance and topics: "The sessions will be lead by capable
facilitators, and the suggested agendas for these sessions will be
posted soon on the GTEC web site. Best of all, these sessions are
complimentary and open to any GTEC attendee."

So it sounds like it may be a pretty locked-down unconference.

Since it looks like the unconference agenda is under GTEC's control,
then looking at the calendar, I'm thinking maybe Sunday Oct 4 would be
the best barcamp date? That's all I have so far. We'd need venue,
target invitees, and some open data starting points... all of the
usual. It would be great if we could use it to get the open data
message out to the broader government tech community.
