User registration and email preferences

We are experiencing some challenges with users of our third party site receiving change.org emails for other actions after they sign our petition. Is there a way to control email preferences through the API at the outset? Also, how is their account information generated if they are not originally signing up on change.org and how can they edit email preferences?
