Petition ID & Secret token

How do I get petition id properly? I have created a php file based on this example: https://github.com/change/api_docs/blob/master/v1/examples/get_petition_id.php and filled in my API ID and URL information but when I open the page, nothing happens. Am I doing something wrong here? I am testing it from locally.

Also, where do I find my secret token? Do I just make up one or?
