Hi,
   message mean that modem is locked and actually cannot use your SIM card.
You need unlock it using free calculator to generate unlock code,
then use it with AT^CARDLOCK command.

input your IMEI and wait for the Unlock Code; then execute
AT^CARDLOCK = "__unlock_code__"
on your modem, using minicom, for example.
