Issue sending USSD codes and also carrier SMS to 4 digit numbers with dongle E1752C

I need to be able to send USSD codes in order to check balances and also change line options but whenever I send a USSD code I do not get any response from the carrier. I wonder if it has anything with the dongle needing to use 7bit encoding? The other issue that I am having is that in order to change phone line subscription options the carrier requires a SMS be sent to a 4 digit number. If I send the SMS while the dongle is in text mode it works but if I set the dongle to send SMS in PDU mode the carrier rejects the number stating that the SMS was sent to an invalid  number. Any suggestions? Here is the device state:

Just wanted to give this a bump since nobody replied. Is everyone else able to send/receive USSD without issues? Here is what shows when I send a USSD command but I never get a reply:

Thanks for the reply. Has the K3765 modem worked good for you? Reliable? Easy setup? Good with SMS and Voice? The E1752C has been good except for this USSD issue and also the SMS short code. Am I wrong to think it is related to chan dongle not classifying this modem as needing 7-bit encoding. For example I got a SMS from the carrier while I had the modems configured with sendaspdu=yes and instead of showing the correct inbound number of 4545 the SMS showed as coming from 139BA860.

I've had some initial difficulties (look at list archive...) for a
bad-flashed dongle, after that for my misunderstanding, but finally
work flawlessy and reilable (past 2 weeks, in my house, so with little
traffic).
For the SMS part, now i'm trying to ''route'' SMS form my SMS capable
phones (gigaset IP cordless) to dongle, and my experiment start to
work, apart some strange charset trouble.

I've also 'smsaspdu=yes': i can send SMS flawlessy, and receive work
too, but with strange charset result.

Hello Everyone,
I am back visiting this issue again of not being able to send USSD with my E1752C modems. When I send USSD via the CLI it says that it sends but in reality it appears to do nothing. Any suggestions on how to debug? I know that the modems have USSD enabled in the firmware because I am able to send and receive USSD from Huawei Mobile Partner software with no issues. I need to automate sending several hundred USSD messages on a monthly basis which is why it has become a priority. Any help on how to debug would be great.
