According to the director of the DV programme:
Hej Dave,
Just today I got a message from Johan that registration period for exams in LP2 starts on Thursday, which is indeed the date one can see at "Läsårstider" in the studieportalen.
So it is not strange GU students cannot register so far. It is on the other hand strange that CTH students were able to do so...
I hope that makes sense -- Dave
