[ANN] Sunset of Chainer pre-trained models and AWS AMIs

Dear Chainer family users,
Due to low usage, we have decided to sunset our servers hosting pre-trained models on August 31, 2023. Most functionality of Chainer products will continue working; however, pre-trained weights for built-in models in ChainerCV and ChainerRL will no longer be downloadable via code after the date.
For archive purposes, we have re-published all pre-trained models at https://github.com/chainer/assets/ . You can manually download these files to a specific location to let ChainerCV and ChainerRL find them via code. Refer to the README on the repository for more details.
We are also going to remove outdated Chainer v4 AMIs (https://github.com/chainer/chainer-ami) from AWS. Contact me if you have any concerns.
